for protection of the above mentioned obligations: but that
agreement did not confer upon the Corps Diplomatique the
power to allocate surplus.
As to payment out of surplus Customs receipts for certain domestic loans to which Mr. C. C. Wu in his letter
to you refers I have to point out that the Corps Diploma- tique are in no way concerned with the service of these loans which was instituted without their previously having
been consulted.
Finally I may perhaps remind you that the arrange- ment by which the then existing "Constitutionalist Govern- ment" at Canton was handed over a certain percentage of Customs surplus in 1919 and 1920 was arrived at between that Government and the Chinese Government in Peking. The Corps Diplomtique on that occasion neither took the initiative nor did they act as intermediary for conclusion of that arrangement. It is evident they could not do so
now either.
I avail etc.

V. Oudendijk,
Acting Toyen."
Corps Diplomatique leaves it to you to decide whether this answer should be communicated at once to the local Canton Government or whether it would be preferable to wait till expiration of two weeks delay mentioned by Sun in his reply to Doyen's telegram of December 1st.
You are requested to inform Doyen immediately of your opinion in regard to date of communication.
JULEAY.
